I have a student who has told me "Technically it wasn't skipping - I was doing Mrs. X's work in the library." and "Technically it wasn't cheating" (She didn't explain that one.)
I want to tell her "Technically you aren't failing this class. We've just deferred you passing it." Possibly forever.

Great answer! I hope that technically your administration would back you on a comment like that.
I can document phone calls and emails to her parents. I gave her the material she needed numerous times over several months. At this point she is entitled one more shot.
And (if it isn't all of the stuff that she still owes me) it will be a project.
